With Windows 10, there are two ways to get Windows 10 to run with Num Lock enabled from the very start. Thanks for pointing me in the direction of the OSK. A little sleuthing on my part indicated that in order to turn on the num lock key for the OSK I had to first click on the options key and and enable the num lock key for the OSK. After that it worked as advertised. Thanks again.
